No, it does not help hair to grow. i definitely would not apply it to eyebrows, it could very well clog pores. as far as i know the only thing it is good for is what it is made for...
vitamins help hair grow, particularly prenatal vitamins (they are very safe to take even if you are not pregnant, they are simply vitamins) they also help strengthen hair and nails.
